National Plasma Policy

JKSACS/SBTC has initiated the exchange of surplus plasma in the State. Blood Bank SMGS Hospital, Jammu has signed, MOU with the indigenous fractionator INTAS Pharmaceuticals Ltd. SMGS Hospital Jammu has supplied 1212.81 Ltrs of Plasma to Intas Ltd @ Rs 1800/= per Ltr and received following equipments:-

  1. Blood Collection Monitors 02
  2. Blood Bank Referigators 02
  3. Platletagiagtator 01
  4. Waterbath 01
  5. Elisa Reader 01

GMC Jammu has also started Plasma policy since 17/09/2016 and has given 371.82Ltr of Plasma at a cost of Rs 434999/= and received following equipments:-

  1. Blood Collection Monitors 01
  2. Blood Bank Referigators 02
  3. Tube sealer 01

State Blood Transfusion Council (SBTC)

As per the directions of Hon’ble Supreme Court, it is mandatory that every State should have State Blood Transfusion Council for ensuring the appropriate use of Blood & Blood Products & to monitor the functioning of blood banks in the State.
Our state has got the SBTC Registered and all the activities pertaining to promotion of Voluntary Blood Donation (VBD) and issuing/renewal of license to the blood banks will be carried out through SBTC apart from monitoring and evaluation of the blood banks functional in the State.

National Plasma Policy.

As per the directions of NACO, the Blood Component Separation Units are required to exchange their surplus plasma with the indigenous fractionators in the Country (Reliance/Intas/Hemarus).
As per the guidelines of National Blood Transfusion Council (NBTC), GOI, Blood Component Separation units would directly enter into an agreement with the fractionators as per mutually agreed terms and conditions approved by respective SBTCs before sending plasma for fractionation.

Jammu & Kashmir State Blood Transfusion Council

As per the directions of Honb’le Supreme Court, it is mandatory that every State should have State Blood Transfusion Council (SBTC) for ensuring the appropriate use of Blood & Blood Products & to monitor the functions of blood banks in the State. Our state has got the SBTC Registered on 8th December 2015 and all the activities pertaining to promotion of VBD, issuing/renewal of license to the blood banks will be carried out through SBTC apart from monitoring and evaluation of the blood banks functional in the State.

OBJECTIVES of SBTC
Objectives for which the State Council is established are:



1. To Organize donor recruitment, motivation and education programmes to generate voluntary non-remunerated blood donors, thereby eliminating the reliance on professional blood donors.
2. To Ensure appropriate use of blood by avoiding whole blood transfusions, usage of substitute products using components from whole blood, apheresis, autologus transfusion & to ensure availability of plasma for fractionation.
3. To give Training to technicians, drug inspectors, donor motivators and medical officers in relation to all operations of the blood centres.
4. To pursue the Development of state level Nodal centres and district level nodal centres equipped for collection, storage, component separation and distribution of blood and blood products.
5. To Link the nodal blood centres to District hospitals/sub-Dist. Hospitals/First Referral hospitals.
6. To provide Development facilities for Quality Assurance & referal(External Assessment)
7. To Monitor functioning of Blood Centres in the State.
8. To ensure Development of Zonal Training Centres aimed at implementing the training programmes developed by the National Council.
9. To Maintain & develop database regarding information & communication system matters related to functioning of blood centres, donor profile and database on the rare blood groups.
10. To Implement the programmes outlined by National Blood Transfusion Council in the areas by organizing Voluntary Blood Donation Programmes, ensuring appropriate use of blood, providing infrastructure to Nodal centres etc.
11. To take measures for Implementation of the national guidelines/standards developed by national Council for Blood Centre operations to be adopted by Nodal Centres / Blood Centres
12. To undertake and Implement the policies developed by National Council for levying service charges for blood and its components.
13. To finance research and study proposals aimed at furthering the objectives of State Council.
14. To issue appeals and make applications for money and funds and furtherance of the objects of the State Council and to accept for the aforesaid pourpose, gifts, donations and subscriptions of cash and securities.
15. To Receive donations, contribution, grants and financial assistance from trade, industry individuals and organizations desirous to assist the Council for propagation of its activities and programmes.
16. To sell, lease, mortgage and exchange and otherwise transfer any of the properties movable or immovable of State Council with prior approval of its Governing body
17. To purchase, construct, maintain and alter any buildings or works necessary or convenient for the purpose of State Council.
18. To undertake and accept the management of any endowment or trust fund having objects similar to the objects of the State Council.
19. To offer prizes and grant of scholarships, including travelling scholarships/fellowships in furtherance of the objectives of State Council.
20. To create administrative, technical and ministerial and other posts under the society and to make appointments thereto on approval from the Governing Body of the State Council.
21. To establish a provident fund and /or pension fund for the benefit of the State Council's employees and their family members.
22. To do all such other lawful things as are conducive or incidental to the attainment of the above objects.
23. To constitute various formal & informal committees & Copt of experts for furtherance of objects of State Council.
